Those people get to ride dinosaurs? Dang that's cool.

But why does domestication = tiny arms? The rest of the body doesn't seem much different.

It's a terrorbird, not a dinosaur.
But you are right. Phorusracos have normally no claws, but after tousends of years of domestication this feature come back to life.
